Voice package files are containers for voice sample files. Their purpose is identical to zip, rar or tar.gz archives: to keep large amounts of files in a more efficient way (easier to copy and smaller by using compression).
All resource package formats (HQR, VOX, ILE and OBL) share the same format, they differ only in purpose.
VOX files are the only ones that use hidden entries.
For LBA 1 they contain Creative voice sample files, and for LBA 2 they contain regular Wave files.
For details about resource package structure see High quality resources.
